Dubai’s Community Development Authority has announced a corporate strategy for 2027–2031 built around five strategic objectives, 43 projects and 14 transformative initiatives supporting the Dubai Social Agenda 33.
The plan covers more than 14 community groups and focuses on family stability, social and economic empowerment, early intervention, community participation and quality of life. The CDA said it will measure outcomes rather than only the volume of services delivered.
Dubai Social Agenda 33 and the CDA’s five-year plan
The strategy sits beneath the wider Dubai Social Agenda 33, which runs to 2033 and includes a government support allocation of AED 208 billion, according to Dubai’s Protocol and Communications department. The CDA describes its corporate strategy as the delivery layer for the Authority’s responsibilities and projects.

Data, early intervention and service targets
Projects named in the release include a Social Risks Radar, an expanded social case management system and a Digital Infrastructure and Artificial Intelligence Strategy. The CDA says these systems are intended to identify risks earlier, automate processes and improve referrals between government entities.
For 2027–2031, the Authority is targeting customer happiness above 95%, digital-service and channel adoption above 90%, full compliance with approved service-level standards and a complaints resolution rate above 90%. Its change-readiness assessment exceeded 85%, with eight Change Ambassadors chosen to support implementation.
The programme was presented at an Institutional Transformation Forum at Al Warqa Majlis. The CDA says its Social Observatory will track social trends and help measure longer-term outcomes in family stability, empowerment and quality of life.
