Dubai CommerCity has signed a memorandum of understanding with the Global Commerce Foundation to test agentic AI in digital and cross-border commerce. The announcement is dated 7 October 2026, and the agreement was signed at Dubai CommerCity’s headquarters on the sidelines of Ai Everything Abu Dhabi 2026. It’s a framework for pilots and research rather than a product launch, so shoppers won’t see anything change yet.
What the MoU covers
Dubai CommerCity is the first free zone in the MENA region dedicated to digital commerce and operates under the Dubai Integrated Economic Zones Authority. The Global Commerce Foundation is an independent international organisation that promotes cooperation between markets, businesses, entrepreneurs, experts and academic institutions. According to Fast Company Middle East, the aim is to explore AI that can automate business processes, improve efficiency and help companies expand into new markets.
The practical work is research-heavy. Economy Middle East reports that the partnership includes applied research, proof-of-concept projects, technology demonstrations, market studies and the exchange of best practices. The same report says the focus is on developing and testing potential applications before scaling successful models or sharing them more broadly. Alongside that, the agreement lists executive education, training, mentorship, incubation programmes and business accelerators.
Amna Lootah, Director General of Dubai CommerCity, framed the shift as a move from AI as a support tool to systems that execute tasks with more autonomy. According to the Dubai CommerCity release, the deal also targets companies’ access to markets in Dubai, Latin America and the Caribbean.
The 2027 finale and the wider push
The most concrete item is an event. Dubai will host the Global Finale of the Tetrix Agentic World League in 2027, in collaboration with Dubai CommerCity, during Dubai AI Week. Marcos Pueyrredon, the foundation’s president, called it a key milestone of the first year. The eCommerce Institute describes its AI for Unified Commerce competition as part of the league, aimed at companies with implemented AI solutions that can show results or verifiable evidence.
The foundation brings the networks. Pueyrredon said the collaboration will test solutions in an active business environment and share insights across the foundation’s networks, including the eCommerce Institute in Latin America and the Caribbean and EICOM in Europe.
The deal also fits a wider Dubai push. Economy Middle East notes that in May, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum launched a two-year initiative to move Dubai’s private sector towards self-executing and self-leading AI. For businesses in the UAE, the free zone is positioning itself as a testing ground for AI agents that handle logistics, listings or cross-border trade tasks.
On the consumer side, UAE and Saudi shoppers already buy heavily through apps, as we covered in Deloitte’s digital consumer trends data. Nothing in the announcement says when, or whether, agent-driven tools from this partnership will reach those shoppers.
What is agentic AI?
Economy Middle East describes it as systems designed to perform sequences of tasks and execute processes with greater autonomy, rather than simply generating information or recommendations.
Does the MoU launch a product or service?
No. The announced scope is research, proofs of concept, demonstrations and training, with no named product, pricing or deployment date.
When is the Tetrix Agentic World League finale?
Dubai will host it in 2027 during Dubai AI Week. The sources we read give no exact date.
