Abu Dhabi will launch Tamm 5.0, the next version of its government services super app, at GITEX Global in Dubai in December. Ruba Al Hassan, a director general at the Department of Government Enablement (DGE) who oversees strategic affairs and future foresight, told The National at the AI Everything summit in Abu Dhabi that the update will make services “increasingly intelligent” and more “proactive and personalised”.

What residents won’t get yet is a feature list. The DGE hasn’t said which services will change or what new tools Tamm 5.0 will add. Al Hassan described the release as the next phase of reducing the effort required from residents, businesses and visitors, and as another step towards a government that “understands context” and “anticipates needs”.

When Tamm 5.0 arrives

GITEX Global 2026 runs from 7 to 11 December, moving from its usual October slot at Dubai World Trade Centre to Expo City Dubai for the main exhibition days. That’s later in the year than last time. Tamm 4.0 was unveiled at GITEX in October 2025, so the 5.0 launch lands roughly 14 months after its predecessor. A launch at the show doesn’t confirm when every new feature will reach the app on phones, and the DGE hasn’t given a rollout schedule.

What Tamm already does

The app has grown quickly. According to DGE figures cited by The National, Tamm now has about 4.7 million users, up by more than 1.5 million in a year, and around 90% of its transactions are completed within a day.

Much of the AI groundwork is already live. When the DGE launched Tamm 4.0, it introduced AutoGov, which handles recurring tasks such as licence renewals, utility payments, and routine healthcare appointments based on users’ preferences.

It sits alongside the Tamm AI Assistant, which can complete many services on a user’s behalf. The same release added AI Vision and Smart Guide for step-by-step help with document scanning and submissions, voice and translation features in Arabic and English, and personalised dashboards that flag upcoming deadlines. At the time, Tamm covered more than 1,100 services from over 90 public and private partners, including Wio Bank and the Abu Dhabi Judicial Department.

That gives a reasonable sense of direction. Version 4.0 shifted Tamm from a place to file transactions to something that acts on your behalf, and Al Hassan’s comments suggest 5.0 pushes further down that road. Anything beyond that is speculation until December.

The 2027 deadline

Tamm is the most visible piece of the Abu Dhabi Government Digital Strategy 2025–2027, which commits AED 13 billion to making Abu Dhabi the world’s first fully AI-native government across all digital services by 2027. The plan also targets full adoption of sovereign cloud for government operations and full automation of government processes.

Al Hassan said the DGE remains focused on that goal and is “moving with urgency, but building responsibly”. She pointed to trust as the main constraint, saying people need confidence that AI is used “responsibly, transparently and with clear human accountability”. She also argued that users need to learn to challenge AI outputs rather than simply accept them.

The push isn’t limited to Abu Dhabi. The federal government recently rolled out a Cabinet AI Advisor with 32 specialised assistants, and Microsoft’s planned Gulf investment of more than $10 billion is aimed in part at the cloud capacity these services depend on. Adoption on the user side is already high, with 70% of UAE workers reporting they use AI, according to Microsoft.
