H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, chaired the first Cabinet meeting of the new government season at Qasr Al Watan in Abu Dhabi on Wednesday, 2 September 2026, and approved the launch of the Cabinet AI Advisor system.

The official statement, published by the UAE Government Media Office, said the system works through 32 specialised AI advisors that analyse policies and legislation, assess their impact, review global best practice and put forward recommendations.

The system will work with ministers 24 hours a day to follow up on decisions and their implementation, Sheikh Mohammed said.

What the Cabinet AI Advisor does

Gulf News reported that the Cabinet approved the launch and use of the system to analyse policies, legislation, strategies and government systems.

The Media Office said the 32 AI advisors will assess the financial, economic, social and environmental impact of each subject, link it to global best practice and to the UAE’s national priorities, and present recommendations drawn from an approved set of inputs and sources.

The National, citing WAM, said the Cabinet AI Advisor will also connect new topics to relevant past Cabinet decisions and present final recommendations for each subject.

Sheikh Mohammed said: “We aim for a more efficient government, and faster and more accurate decisions.”

The Cabinet also approved a governed framework for issuing Cabinet decisions, supported by agentic AI technologies and the Cabinet AI Advisor, the Media Office said. The new system is part of the UAE Government’s direction to embed agentic AI in Cabinet work and in the Ministerial Council for Artificial Intelligence and Development. It rests on core principles that safeguard the confidentiality of matters presented and meet the cybersecurity standards adopted in the UAE.

Agentic AI in the new government season

Opening the season, Sheikh Mohammed set three messages for government teams: the UAE does not wait for perfect conditions; it has launched what he called the largest transformation project for government services involving Agentic AI; and the trust built over decades is the currency the country relies on.

“The UAE does not stop, and it will not stop,” he said, in the official statement.

“It is a strategic, national and forward-looking project, and we are counting on it to deliver a step change in government,” he said of the Agentic AI services programme. “Our message to every team is to be part of this strategic transformation of the UAE Government.”

tbreak has already covered a separate sovereign-agent track, including Microsoft and Inception42 bringing UAE agents into Microsoft 365 Copilot. That is not this Cabinet tool.

AI curriculum for all UAE schools

The Cabinet approved an artificial intelligence curriculum across all public and private schools in the UAE, the Media Office said. A public-school pilot had already shown positive results.

The National, citing WAM, said the curriculum is meant to give students the technical requirements of AI, an awareness of its ethical applications, and a grasp of AI data, algorithms, applications and risks.

The Cabinet also reviewed a programme to train 22,000 teachers and educators to use AI in teaching, assessment, curriculum analysis and lesson planning, according to the official statement and Gulf News.

Sheikh Mohammed said teachers will have to become lifelong learners, “because if we teach our children today using the same methods of yesterday, we are depriving them of their future.”

The Cabinet approved a mechanism to make the AI curriculum available to education ministries worldwide.

Driverless cars: licensing, registration and testing

The same Cabinet sitting also approved a resolution regulating the use of autonomous vehicles in the UAE, the official Media Office statement said.

Sharjah24 published matching WAM copy on 2 September 2026. The National, citing WAM, reported the same four controls plus procedures for testing new vehicle technology.

The resolution aims to establish mechanisms and controls for inspecting, registering, licensing and renewing the licences of autonomous vehicles, and introduces operational procedures for testing new vehicle technologies, the official statement said. It will contribute to encouraging the use of alternative and environmentally friendly technologies to reduce road pollution and traffic congestion.

Driverless services are already on UAE roads. tbreak has covered Uber’s Baidu Apollo Go robotaxis in Dubai, where the Roads and Transport Authority is already in the picture.

There is a separate Abu Dhabi track in WeRide robotaxis on Yas Island. The official Cabinet readout does not name those operators, the RTA, or Dubai’s 25 per cent driverless-trips target.

308 million digital transactions, then November

The Cabinet reviewed 2025 digital-transformation results. Federal entities completed more than 308 million digital transactions across 1,633 digital services, with 15.8 million government-application downloads and 92 per cent customer satisfaction on priority services, the Media Office said. The government delivered 471 digital transformation projects in the year.

The Cabinet approved the agenda for the UAE Government Annual Meetings, to be held from 8 to 10 November 2026. This year’s edition is themed around readiness and resilience. Government entities will also report progress on employing artificial intelligence in their work and services.
