Rockstar’s new modding guidelines put clear limits on the sort of fan-made content that can be released around GTA 6, including unofficial story expansions, cross-title projects, platform ports and commercial mods.

The Rockstar modding guidelines were published for the studio’s games and intellectual property generally, rather than as a GTA 6-specific document. GTA 6 is scheduled to launch on November 19, 2026 for PlayStation 5 and Xbox Series X|S; Rockstar has not announced a PC version.

Rockstar modding guidelines: what they restrict

Rockstar’s first section is headed “Respect Our Games”. It asks creators not to expand or modify official storylines, plots, missions, characters or other parts of the company’s established continuity. The rules also restrict combining maps, locations, characters, storylines or in-game assets from one Rockstar property with another.

That covers the sort of ambitious fan project that turns several GTA eras into one playground, as well as unofficial campaigns that try to continue a Rockstar story. Rockstar also says multiplayer mods should be made through its official Creator Platform, unless a separate licence has been granted.

The guidelines also prohibit mods that interfere with Rockstar’s online services, cheat menus, unauthorised use of Rockstar branding, and voice or other intellectual property taken from third parties. Mods involving harassment, self-harm, threats, sexual exploitation, real-world armed organisations or other harmful content are ruled out as well. What GTA 6 mods can still do

The Rockstar modding guidelines do not ban every single-player modification. Visual overhauls, gameplay tweaks, vehicle changes, texture work and other projects that do not extend Rockstar’s official continuity appear to remain outside the most restrictive wording, although the document is a statement of what the company will tolerate rather than a blanket permission slip.

Mods distributed outside Rockstar’s Creator Platform must be strictly non-commercial. Rockstar says creators cannot use them for real-money gambling, loot boxes, gacha mechanics, cryptocurrency sales or unauthorised advertising. The guidance also bars changes that make a Rockstar game run on an unapproved console, device or platform, which is bad news for unofficial ports.

The policy arrives before GTA 6, but it does not confirm how Rockstar will police individual projects or whether every restriction will be applied in the same way. It gives the modding community a boundary line before the next game arrives, with the most ambitious projects now facing more questions about story, ownership, platform and payment.

Will every GTA 6 single-player mod be banned?

No. The published rules target public projects that extend Rockstar’s official continuity, cross its properties, use unapproved platforms or break the other restrictions. Visual and gameplay changes that stay clear of those areas appear less affected, although Rockstar retains control over enforcement.
