The storms will bring heavy cloud, strong winds and intense rain. Water will run from rooftops and lampposts, while thunder and lightning change the look of the sky. Wind also affects smaller details: Rockstar says gusts move debris, ripple water and bend grass. After rain, surfaces remain wet and puddles can persist; rainbows may appear in suitable light. Consequence’s report on the weather system quotes Shepherd on the same localised, persistent conditions and moving cloudscapes.
The report does not say how often tropical storms or hurricanes will occur, or whether they will change missions, block roads or damage buildings. Their presence is confirmed as part of the weather system; broader effects on play remain unknown. IGN notes that Game Informer’s feature includes no video of the weather system in action. Persistent puddles and localised rain suggest that weather will remain visible after players move through an area, but the report does not establish whether the conditions affect vehicle handling, mission timing or access to locations.
