DIFC has set out plans to become the world’s first AI-native financial centre, a programme it says will add AED 12.9 billion to Dubai’s economy and create 25,000 jobs. Artificial intelligence is to be embedded at the foundation of the centre — its legal and regulatory frameworks, business operations, talent development, ecosystem infrastructure and the district’s physical environment. The DIFC AI-native financial centre strategy also writes AI agents and robotics into its ethics and governance frameworks alongside human activity.

The plans build on groundwork DIFC laid in 2023, when it introduced a five-year AI strategy and wrote AI into Regulation 10 of its data protection law. The centre argues its independent legal framework lets it move faster than traditional hubs carrying decades of legacy systems, and it aims to surpass the world’s top ten financial centres on start-up density, venture funding and unicorn creation. The bets are showing up in the numbers: DIFC’s Innovation Hub grew 39 per cent year-on-year to 1,933 companies in the first half of 2026, and active registered companies passed 10,000. Dubai ranks seventh globally in the Global Financial Centres Index, on the D33 agenda’s path to a top-four ranking by 2033.

What is an AI-native financial centre?

In DIFC’s telling, it is a jurisdiction where AI is the operating system rather than an add-on. Firms in the centre get access to advanced AI tools for compliance and operations, while the authority plans to export AI governance software and trained talent to markets across the Global South. DIFC will also become the first centre to offer a full-stack AI campus combining regulation, training, compute and physical AI.

The plan sits in a market where AI finance is already moving: Emirates NBD is piloting AI banking with an AED 1 billion fund, and a Dubai AI startup raised $1 million for customer-intelligence software earlier this year.

The 2030 plan: an AI campus and robots on maintenance

By 2030, a substantial share of the district is meant to run on intelligent buildings, autonomous mobility, service robotics, digital twins and smart utilities, with thousands of sensors installed across the area. Maintenance and security are the first jobs DIFC plans to hand to machines — a detail its 25,000-job forecast does not dwell on.

DIFC Authority employees already use specialised AI agents for productivity, governance and client work, and the centre expects AI-driven efficiencies to cut energy use as the sensor rollout proceeds.
