Abu Dhabi’s Q Mobility and Dubai’s Parkin have signed a memorandum of understanding to work on smart parking integration between the two emirates. The MoU, announced on 10 August, covers joint pilot projects, AI-driven occupancy management and a push towards a single digital payment experience.
Q Mobility runs Mawaqif, Abu Dhabi’s public parking network, and Darb, the emirate’s road toll. Parkin holds the 49-year concession for Dubai’s paid public parking — around 229,000 spaces as of the end of 2025 — and processed 141 million parking transactions last year. Together they operate the largest public parking estates in their respective emirates, and both already run ticketless, ANPR-based free-flow systems; Parkin has been rolling its cameras out across Dubai since 2024, and Q Mobility’s free-flow zones have been expanding in Abu Dhabi.
The two will develop a roadmap of joint initiatives and pilot the latest parking management technology — artificial intelligence and data analytics for occupancy management and demand forecasting, plus what the release calls “advanced digital solutions”. The MoU is largely about stitching the two systems together.

Mohamed Husain Karmastaji, Q Mobility’s chief executive, framed the deal as a framework for exploring what the two operators can do together, rather than a list of commitments.
“This agreement represents a strategic milestone in the development of the UAE’s parking sector, bringing together the largest public parking operators in Abu Dhabi and Dubai.”
His counterpart at Parkin, Eng. Mohamed Abdulla Al Ali, called parking “an integral part of the urban mobility ecosystem” and said the company wants to turn it into “an intelligent platform powered by data, artificial intelligence and digital innovation”.
What it means for drivers
The two organisations will integrate their systems and digital platforms so parking fees can be paid “through integrated digital channels”. In practice, that means the prospect of one account covering a Mawaqif session in Abu Dhabi and a Parkin zone in Dubai — with the Darb wallet and Parkin’s app talking to each other. Parkin has been on a ticketless streak this year, most recently taking over Al Ghurair Centre’s parking with three free hours and free Sundays. Data exchange between the two will follow UAE data-protection rules.
The MoU is a framework, not a launch. Nothing is live yet; the next steps are a joint roadmap and pilot projects, with no dates attached, as is traditional for MoUs.
