Oracle is taking its sovereign AI and cloud stack to LEAP 2026, the four-day tech conference that runs in Riyadh from 31 August to 3 September. The stand will run through Oracle Cloud Infrastructure, Oracle Database and Oracle Fusion Cloud Applications, with stc, Ma’aden and Zain cited as customers moving workloads onto Oracle Cloud.
What Oracle is showing at LEAP 2026
Oracle’s two messages are simple. The first is sovereign AI: organisations can build and run models in Oracle’s Jeddah and Riyadh cloud regions, with data that stays inside the Kingdom and meets its residency and regulatory requirements. The second is local talent — Mostaqbali (My Future), the free training programme Oracle runs with Saudi Arabia’s Ministry of Communications and Information Technology and the National eLearning Center.

Mostaqbali is not new — Oracle launched it with MCIT and NeLC in April 2025 — but LEAP 2026 gives the programme a live audience to recruit from. The free courses run on Oracle MyLearn, cover cloud, AI, machine learning and data science, and are open only to Saudi nationals located in the Kingdom. Oracle points to a PwC estimate that AI will add $135 billion to Saudi Arabia’s economy by 2030; the 50,000-trainee target is the workforce portion of that bet.
What it means for businesses in the UAE
The sovereign AI pitch is aimed at Saudi Arabia, but the demand behind it is regional. The UAE runs its own version of the play — Core42 and Inception build sovereign AI here, and Microsoft’s deal to bring Inception42 agents into Microsoft 365 was the latest marker — while Oracle already operates cloud regions in Abu Dhabi and Dubai for customers with data-residency requirements. LEAP has become Riyadh’s annual statement on where Gulf tech is heading; this year’s edition opens with AMD’s Lisa Su and HUMAIN’s Tareq Amin headlining.

What is Oracle’s Mostaqbali programme?
Mostaqbali (My Future) is Oracle’s free digital skills programme for Saudi nationals, run with the Ministry of Communications and Information Technology and the National eLearning Center. It aims to train 50,000 people in cloud computing, AI, machine learning and data science, delivered through Oracle MyLearn with professional certifications and job-readiness badges.
Can UAE residents join Mostaqbali?
No. The programme is open to Saudi nationals and requires access from inside Saudi Arabia. Oracle runs separate training and certification paths for other markets, including the UAE.
